The City of Elk Grove has a long history of supporting local nonprofit organizations benefiting the residents of Elk Grove and offers several annual grant funding opportunities to support services being provided in the community.

The Community Development Block Grant (CDBG), Community Service Grant (CSG), and American Rescue Plan Act (ARPA) Nonprofit Grant programs offer funding for a variety of public service activities, housing programs, and public facility improvements. While the Event Sponsorship Grant (ESG) program supports organizations hosting special events that benefits the Elk Grove community. Application Period

Beginning January 14, 2022, the City of Elk Grove will be accepting applications for the CDBG, CSG, ARPA Nonprofit Grant, and ESG programs for FY 2022-2023. Organizations proposing services or events that occur during the period from July 1, 2022, to June 30, 2023, are encouraged to apply. 

CDBG, CSG, and ARPA Nonprofit Grant applications are due on February 15, 2022, and ESG applications are due February 25, 2022.

Applications for all grant programs will be accepted exclusively through the City’s online grants management system (WebGrants). Please note that new WebGrants applicants must register for an account prior to being able to submit an application. Amounts awarded for FY 2022-2023 are subject to funding and City Council approval through the annual budget process.

City staff will host an application technical assistance and public meeting webinar on Tuesday, January 25 from 12:30 – 2:30 pm. The webinar will include an overview of the eligibility requirements and application process for each program as well as offer opportunities for technical assistance to prospective applicants. Interested community members are encouraged to attend the webinar to provide input on what programs, services, and activities are most needed in Elk Grove.

2022 Community Needs Survey

The City of Elk Grove is currently preparing the 2022-2023 Community Development Block Grant (CDBG) Annual Action Plan, a one-year planning document that provides information on the concise summary of the actions, activities, and the specific federal and non-federal resources that will be used to address the priority needs and specific goals identified by the City's Consolidated Plan. 

As a resident and/or service provider to the Elk Grove community, we want to know about your priorities and the priorities of the populations you serve. Responses to this survey will help us to determine the best ways to serve our community by identifying priorities for specialized programs and activities, and where to dedicate resources to meet resident needs. Community Needs Survey

Community Development Block Grants

The CDBG program funds public service activities, housing programs, and public facility improvements that benefit low-income Elk Grove residents. The program is supported by the U.S. Department of Housing and Urban Development. Since 2003, the City has used CDBG funds to support senior and youth programs, upgrade nonprofit facilities, run housing programs, and complete accessibility improvements throughout the City, among other activities. Community Service Grants

The CSG program is a local grant program that funds a variety of activities serving Elk Grove residents. Funding from this program has provided senior meals and food for the Food Bank, staffing support for senior and youth programs, emergency funding for utility assistance, and other activities. Nonprofits can apply for up to $100,000 in CSG funds

American Rescue Plan Act (ARPA) Nonprofit Grants

With funding made available through the American Rescue Plan Act of 2021 (ARPA), the ARPA Nonprofit Grant program offers limited, one-time funding to support organizations, programs, and activities that benefit Elk Grove residents disparately impacted by the COVID-19 pandemic and its economic effects. Eligible activities include those such as implementation of prevention or mitigation measures to contain the spread of the virus, new programs designed in response to the COVID-19 pandemic, and programs designed to serve a population disparately impacted by the public health emergency and its economic impacts, such as lower-income households.
At the August 11, 2021, meeting, the Elk Grove City Council approved a total of $2,500,000 of ARPA funding to be made available as grants to nonprofits that have faced economic hardship resulting from or exacerbated by the COVID-19 public health emergency, and to assist nonprofits offering new or increased programming to people or households negatively impacted by the pandemic. Through the first round of funding, held in late 2021, the City Council awarded approximately $1.3M of the set-aside. The remaining $1.2M is available for eligible activities during FY 2022-2023. 

Event Sponsorship Grants

The ESG program offers support for Elk Grove-based nonprofit organizations that wish to host a special event (in-person or virtual) that benefits the Elk Grove community. This program provides direct funding, City facility use, and in-kind services. Learn more about the Event Sponsorship Grant program.
