Project Overview
The Project will result in the construction of a public plaza with a large open air pavilion, public restroom, a variety of outdoor public seating and trellis structures with walkways, landscaping, lighting, and bike parking. The goal of the Project is to create a formal public gathering space to accommodate existing events, expand opportunities for future events, and establish a community gathering space centrally located within Old Town Elk Grove. The Old Town Plaza is located at 9615 Railroad Street at the corner of Elk Grove Boulevard and Railroad Street.
Current Status
The construction contract for the Railroad Street Improvements (WTR049) and the Old Town Plaza Phase 2 and 3 (WCE022) Projects was awarded to Western Engineering Contractors, Inc. by Council at their May 13, 2020 meeting. Construction began on June 8, 2020 and is anticipated to be completed in the Spring of 2021.
Funding
The project is funded by Drainage Fee, Senate Bill 1 Local Street and Roads (SB 1 LSR), and General Fund Capital Reserve.

July 11, 2013 |
City partnered with Sacramento Area Council of Governments (SACOG) and the Urban Sustainability Accelerator at Portland State University to consider land use constraints and opportunities for the Project site. |
Fall 2013 |
Citywide survey was conducted requesting input on the desired use of the Project site. The survey concluded that “residents view Old Town Elk Grove as a destination for special events”. |
March 26, 2014 |
The survey results were presented to City Council at their March 26, 2014 meeting. |
February - April 2015 |
Staff interviewed 15 stakeholders representing member of community organizations adjacent property and business owners, and developers. Participating community organizations included members of the Trails Committee, Old Town Foundation, Chamber of Commerce, and the Historic Preservation Committee. |
June 24, 2015 |
City Council considered the community input and directed staff to move forward with the Project and conduct additional public outreach to explore design options. |
September 2, 2015 |
The City hosted a pop-up workshop at the project site concurrent with Food Truck Mania to receive community preferences for public space development types and uses on the property. There were three conceptual design options and were asked to select their preference. The results of these selections were shared with Council December 2015. |
December 9, 2015 |
Council received an update on the Old Town Plaza and authorized staff to proceed with design. |
December 15, 2016 |
City Planning Commission recommended the City Council approve the proposed land use change and design review for the Project. |
January 7, 2017 |
City Council adopted the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program; adopted the proposed general plan amendment and approved the Capital Improvement Program design review for the Project (Council Resolution 2017-009).
